Aggregate could not be started on Windows

I am also getting an error FAIL - Application at context path /ODKAggregate could not be started on Windows 8.1
I have installed tomcat 6.0 with MySQL 5.7.

It's not clear your issue is related so I've moved your post to a new topic. What version of Aggregate are you using? Have you read over your logs? What do they say?

I have installed odk aggregate 1.4.4 version.

v1.4.4 was released 4 years ago. Try the latest Aggregate at https://github.com/opendatakit/aggregate/releases/latest.
