ODK Collect is an app for devices wit Android OS. In order to run it on Windows machine, you need an emulator like: https://beebom.com/best-android-emulators-windows/

You can use bluestacks or another android emulator. I used this for presentations, not for work with odk. No warranty that you can store filled out surveys

@cece You can also use http://enketo.org, but it only works in a a web browser. Since you are using Kobo, https://intercom.help/kobotoolbox/en/articles/592441-collecting-data-through-web-forms might be a helpful resource.
