I would like to know if you can download ODK collect onto your computer?

ODK collect downloaded but unsure how to find how to open it on my computer

Welcome to the forum, ODK collect is an Android application, you cant launch the application on the pc. There are ways to launch an android application using other applications, not directly.

Yes but if it's what you need you can use an emulator like Bluestack for example. There are a few topics on the forum if you google odk bluestack.
