What is the general goal of the feature?
Resend finalized forms.

What are some example use cases for this feature?

In some cases is necessary resend a form to other server o the same server in case the lost data.

Actually it is possible if i delete the instance.db and instance.db.journal the metadata folder, and then i reload the app and enter to "Send finalized forms", this create and reload the DB and anable te resend forms.
What can you contribute to making this feature a reality?

I am a developer with experience in Java and ODK Collect Code
Addiotionaly i am start to know the aggregate code.

In Send Finalized forms, you can press the ⋮ button, select Change the View, and then Show Sent and Unsent Forms and then resend. If that works for you, perhaps you can add that to the docs at http://docs.opendatakit.org?
