Below is an overview of where we are with transitioning the governance of ODK out of UW. If you are interested in transition updates, please Watch this topic. If there is an issue within the status that you’d like to discuss, please start a new topic in Governance.

Broadly speaking, the Project Management Committee's (PMC) current plan for building the governance of ODK is to start and learn from the Technical Steering Committee (TSC) for ODK 1. Once that's finished, the PMC will build out the remaining sections in parallel. The TSC for ODK 1 was chosen as the test process since the ODK 1 roadmap is blocking the community's ability to move forward.

One immediate action item for the next PMC meeting is to update this topic with a rough timeline and assign members of the PMC to lead the various sections. You can follow the PMC's activities at Project Management Committee (PMC) meeting notes.

Transition preparation

  • Solicit broad feedback through an online ODK Community Survey
  • Prepare and distribute Concept Notes with varying future governance scenarios
  • Solicit community feedback about the Concept Notes
  • Hold ODK convening to solicit community feedback via in person discussions
  • Refine and distribute new Concept Notes
  • Solicit community feedback about the new Concept Notes
  • Publish convening summary: ODK Convening Summary

Technical steering committee (ODK 1)

  • Prepare a draft ODK 1 TSC governance document for community feedback
  • Solicit community feedback about the ODK 1 TSC governance document and revise: Proposed governance for ODK 1 Technical Steering Committee
  • PMC adopts final ODK 1 TSC governance document
  • Solicit applications for people to serve on ODK 1 TSC (tentatively from Nov 1 - Nov 30)
  • PMC selects ODK 1 TSC

Website

  • Form working group
  • Approval of plan and timeline
  • Launch website

Mission and Vision

  • Prepare a draft of the ODK project’s Mission and Vision statement for community feedback
  • Solicit community feedback about the Mission and Vision statement and revise
  • PMC adopts final Mission and Vision statement

Naming

  • Community discussion
  • PMC discussion
  • PMC+TSC discussion

Technical steering committee (ODK 2)

  • Prepare a draft ODK 2 TSC governance document for community feedback
  • Solicit community feedback about the ODK 2 TSC governance document and revise
  • PMC adopts final ODK 2 TSC governance document
    • Existing ODK 1 TSC document
  • Solicit applications for people to serve on ODK 2 TSC
  • PMC appoints initial ODK 2 TSC

Transition board
The current PMC believes we've been doing the work of transitioning and so this section is not necessary. We will hand things off to a new PMC with the governance that will be decided on below. If said new PMC wants form a transition board, they may do so (e.g., through working group).

  • Prepare a draft Transition Board governance document for community feedback
  • Solicit community feedback about the Transition Board governance document and revise
  • PMC adopts final Transition Board governance document
  • Solicit applications for people to serve on Transition Board
  • PMC adopts a formal "charge/instructions to TB”
  • PMC appoints initial Transition Board

Overall governance

  • Prepare a draft an updated overall ODK Governance document
  • Solicit community feedback about Overall ODK Governance document and revise
  • PMC adopts final overall ODK Governance document statement

Finally, we wanted to say a big thank you to @podolsky for preparing this transition status document! For those who don't know him, Matt is an ICTD researcher at UC Berkeley and over the last year he has been assisting the ODK PMC with governance transition – helping with transition planning, governance documentation, writing concept notes, etc. Although his support from UCB’s Development Impact Lab has come to an end, he generously prepared the above summary of the status of work that has been done and still remains.
